| Description: | Northern Powerhouse Rail (NPR) is the Government's vision to transform rail connectivity by providing faster and more frequent services between the Norths key economic centres. NPR is aligned to the government's Integrated Rail Plan and, subject to ministerial agreement, will see route developments and upgrades between Liverpool to Manchester, Leeds, York, and Newcastle. |

This is primarily due to the following factors.The Strategic Outline Business Case (SOBC) continues to be revised to align to the Integrated Rail Plan (IRP) including updating the economic analysis underpinning the NPR Business Case. Due to the assurance of the economic analysis outputs taking longer than anticipated, the scheduled date for ministerial approval (Q4 FY 2022/23) has been impacted.A revised plan has been developed, which, subject to necessary approvals being received at each stage, will see the SOBC submitted to government for approval in Q2 FY 2023/24. Despite the delay to the original plan, ultimate delivery of the scheme as planned remains feasible, with additional uncertainty over actual target dates until the post-Autumn Statement re-baselining of the whole IRP portfolio is complete. |
