Description: The scheme provides a new off-line two lane dual carriageway between Black Cat roundabout on the A1 in Bedfordshire and Caxton Gibbet roundabout on the A428 in Cambridgeshire.

This is primarily due to the following factors.The A428 Black Cat to Caxton Gibbet Project is currently in the development phase. The Development Consent Order (DCO) process has concluded with Secretary of States (SoS) granting consent for the scheme August 2022. There have been delays to the schemes delivery plan milestones due to a Judicial Review challenge. The impact of delays associated with the legal process has significantly impacted the projects programme and cost. The project will be returning through governance beginning in Q2 2023/2024 for approval of an updated Full Business Case and re-baseline.
