DCA text: The Infrastructure Project Authority's Delivery Confidence Assessment rating is Amber.This is primarily due to the following factors: Initial monitoring data suggest that Phase 1 of the Public Sector Decarbonisation Scheme has exceeded its carbon emission reduction objective. There was very strong demand for Phase 1 and expected to be very strong demand for Phase 2 of the Scheme. I will continue to closely monitor the implementation of both Phases. The main risk to delivery is the uncertain impact of the ongoing COVID pandemic.
